Community Accounting & Management Services was founded in 1998 by Cynthia Wall, CCAM, CMCA, AMS, PCAM. Cindy created her firm as a Homeowner and a Board Member seeking a new management company with quality financial management services to meet the needs of her community. After hiring two new management companies, Cindy decided to open her own company as Community Accounting & Management Services using only Full Accrual Accounting.
For over ten years Community Accounting & Management Services has provided Association Management Services to Homeowners Associations in the East Bay consisting of Planned Unit Development, Condominiums, and single family homes.
Community Accounting & Management Services is expanding our efforts to bring our services to the Central Valley in California.

Cynthia Wall, CCAM, CMCA, AMS, PCAM
Cindy’s educational qualifications include a Bachelor of Arts Degree in Mathematics and Sociology from Gonzaga University. She completed her graduate degree in Accounting at Sonoma State University. After fourteen years with public accounting firms, Cindy opened her own business in 1994 as CJ DataPrep, specializing in bookkeeping, payroll and tax preparation for small to mid-size businesses.
Cindy received the CCAM designation (Certified Community Association Manager) through CACM (California Association of Community Managers) in July 2001. She joined the national organization, CAI (Community Associations Institute) and completed the M-100 course “Essentials of Community Association Management”, the first of the thirty-hour series of CAI courses. These courses are prerequisites for the Case Study, the last requirement for the PCAM (Professional Community Association Manager) certification, the highest designation earned in association management. She passed the National Board of Certification for Community Association Managers Examination and received the CMCA (Certified Manager of Community Associations) designation from CAI on October 8, 2001.
Over a three-year period, Cindy completed the M-201 “Facilities Management”, M-202 “Association Communications”, M-203 “Community Leadership”, M-204 “Community Governance”, M-205 “Risk Management” and M-206 “Financial Management” courses through CAI. She received the AMS (Association Management Specialist) designation from CAI on May 11, 2004. Cindy completed her in-depth Case Study of the 300-Unit River Colony Condominiums in San Diego and was awarded the PCAM (Professional Community Association Manager) designation from CAI on July 29, 2004.
Cindy has met all of the requirements of California Business and Professions Code §11502 and is legally entitled to use the designation of “Certified Common Interest Development Manager”.
Cindy is a Past Chair of the East Bay Resource Panel of ECHO (The Executive Council of Homeowners), a group of experts comprised of senior Association Managers, Accountants, Bankers, Lawyers, Insurance Brokers, HOA Board Members and several vendors from the engineering, construction and landscaping professions. This panel meets monthly, along with interested homeowners, to learn about current issues in association management and to share their collective problem solving knowledge. Cindy regularly attends the “Legislative Day” in Sacramento sponsored by CACM and actively participates in CAI’s “Day in the Capital”, to lobby for homeowners associations in Sacramento every spring and teaches a portion of the CAI “ABCs” Basic Course for Board Members. In 2006, Cindy was appointed as a Liaison for the California Legislative Action Committee (CLAC), which is a sub organization of CAI dedicated to helping our state legislators create favorable laws dealing with HOAs. Cindy is now a CLAC Delegate. In total, Cindy attends more than thirty days per year of continuing education in the form of classes, seminars and trade shows.
Cindy is also a member of the National Society of Accountants and the Better Business Bureau.
John Jervis, CMCA
John Jervis joined Community Accounting & Management Services as Operations Manager in 2001. John's background includes a Bachelor of Arts degree in Management and experience in purchasing, administration, operations and facilities management. John has also completed all of the core courses leading to certification through the California Association of Community Managers. John completed CAI’s M-100 course and passed the examination for the CMCA (Certified Manager of Community Associations) certification on April 30, 2008. In addition, John has completed a course provided by the National Swimming Pool Foundation and has earned the designation of CPO (Certified Pool Operator #94-90454) to better serve associations with community pool and spa facilities. As Operations Manager, John attends all full-service association meetings to record the minutes for the association records and for distribution to the members.
In November 2003, John created a separate, licensed and insured company, CID Maintenance Solutions, in order to provide a timely and less expensive alternative to hiring contractors for small maintenance projects, such as janitorial, lighting maintenance and minor irrigation repair.
